Active citizenship outside the classroom

I would like to develop the provision of active citizenship within the college. On 2 hours a week, providing the active citizenship element of the citizenship AS level has been difficult this year. I would like to develop a citizenship moodle page which could be used in conjunction with other S7 colleges and possible other colleges over the UK. Allowing, despite time constraints the opportunity for learners to discuss, debate and organise citizenship issues and opportunities.
